Were You Affected By the Floods?

September 26, 2025

The California Department of Housing & Community Development (HCD) is launching two new assistance programs through ReCoverCA to help residents affected by the 2023-2024 floods. The Single-Family Housing Rehabilitation/Reconstruction (SFRR) program will provide funding to repair, rebuild, or reconstruct damaged primary residences for eligible homeowners in federally designated Most Impacted and Distressed Areas. Additionally, the Disaster Recovery Homebuyer Assistance Program (DR-HBA) will offer up to $300,000 in second mortgage loans, forgiven after five years, to help low and moderate-income residents purchase homes in safer areas starting November 10, 2025.

Who is affected

  • Homeowners whose primary residences were damaged or destroyed by the 2023-2024 floods
  • Low and moderate-income renters or homeowners impacted by the 2023-2024 disasters in designated California counties
  • Residents in federally designated Most Impacted and Distressed (MID) Areas
  • U.S. citizens or qualified aliens who owned homes in affected areas
  • Households with incomes at or below 80% of Area Median Income (for the DR-HBA program)

What action is being taken

  • The California Department of Housing & Community Development is launching two assistance programs through ReCoverCA
  • The SFRR program is providing funding to repair, rebuild, or reconstruct single-family homes affected by floods
  • The DR-HBA program is preparing to offer up to $300,000 in financial assistance as Second Mortgage Loans

Why it matters

  • The programs provide financial relief for homeowners facing costly repairs or reconstruction after flood damage
  • Covered costs include home rehabilitation, reconstruction, property elevation in FEMA flood zones, and flood insurance payments
  • The DR-HBA program helps residents relocate to safer areas away from FEMA flood zones and CalFire high-risk fire areas
  • The Second Mortgage Loans through the DR-HBA program are forgiven after five years of continued ownership and occupancy
  • Financial assistance for down payments and closing costs makes homeownership more accessible for disaster victims
