City Breaks Ground on Channel Restoration Project in City Heights

July 8, 2026

The City of San Diego and Groundwork San Diego–Chollas Creek have initiated an $11 million creek restoration project along Federal Boulevard, supported by multiple California state agencies. The initiative will transform over 1,300 feet of concrete-channeled waterway back into a natural creek system while adding significant green infrastructure including hundreds of trees and restored habitat areas. Environmental benefits include enhanced stormwater management, reduced flooding risks, and improved air quality for nearby communities.

Who is affected

  • Surrounding neighborhoods near Chollas Creek
  • Residents of San Diego
  • Groundwork San Diego–Chollas Creek (implementing organization)
  • The City of San Diego
  • Civic Communities (partner organization)
  • City of San Diego Stormwater Department

What action is being taken

  • Construction has started on the Federal Blvd. Creek Dechannelization and Restoration Project
  • Replacing a 50-foot-wide concrete channel with a naturalized, free-flowing creek
  • Restoring 2.4 acres of habitat
  • Planting 300 new trees

Why it matters

  • This project addresses multiple environmental and public health challenges simultaneously by improving water quality, reducing flood risk, mitigating urban heat island effects, and enhancing air quality. The restoration creates healthier living conditions for surrounding communities while treating significant amounts of urban runoff annually (6.3 acre-feet). It represents a shift from traditional concrete infrastructure toward nature-based solutions that provide ecological and community benefits.

What's next

  • Phase II of the project will create a climate resilient pocket park and a multiuse pedestrian and bicycle trail.
